Emperor Dragonfly Laying Eggs

I am not sure if this is the emperor dragonfly (please let me know if it isn’t).  I saw this female dragonfly lay eggs around the floating leaves and sticks that where floating on the surface of a still water pond.

It seems that they lay the eggs this way so the newborn dragonflies can survive on small insects that live in the pond.
